Mzee Nelson Mandela akifurahia jambo na wajukuu zake 

Wakati Nelson Mandela ‘Mzee Madiba’ alipoliongoza taifa la Afrika ya Kusini dhidi ya ubaguzi wa rangi na kuibuka kuwa miongoni mwa viongozi mashujaa duniani, tunapaswa kujuiliza ni watu gani katika familia yake ambao walikuwa naye bega kwa bega wakimuunga mkono muda wote.

Baba yake mzazi alifariki wakati Mandela akiwa na umri wa miaka tisa. Kutoka wakati huo alilelewa na Jonintaba hadi wakati alipoitoroka familia hiyo baada ya kutaka Mandela aoe katika ndoa ambayo tayari ilikuwa imeshapangwa.

Tangu wakati Mandela alipoanza mapambano dhidi ya ubaguzi wa rangi na kutafuta usawa kwa wote, ilitegemewa kuwa mke wake ndiye angekuwa mstari wa mbele katika kuhakikisha mambo yanakwenda sawa. Mandela aliwahi kuwa na wake watatu katika historia ya maisha yake, ambapo mke wa mwisho alimuoa siku alipokuwa akiadhimisha miaka 80 ya kuzaliwa kwake.

Madiba anatajwa kuwa katika kipindi chote cha historia yake amekuwa akiwaunga mkono watoto na upatikanaji wa elimu. Mfuko wa Nelson Mandela wa kusaidia watoto ni sehemu tu ya ushahidi wa mafanikio ya Mandela kuwasaidia watoto.

Mandela ni baba wa watoto sita. Watoto wanne aliwazaa na mke wake wa kwanza, Evelyn Mase na watoto wawili aliwazaa na mke wake wa pili, Winnie Madikizela.

Historia watoto wa Mandela
Wapo kati yao ambao hawakuwahi kwenda kumwona baba yao wakati akiwa gerezani.

Watoto wake wote wawili wa kike aliowazaa na mke wa kwanza walikuwa wakitumia jina la Makazawie. Mtoto wake wa kwanza alifariki akiwa na umri wa miezi tisa na mtoto wa pili alityejulikana kwa jina la Madiba Thembikile (Thembi) alifariki katika ajali ya gari mwaka 1969 akiwa na umri wa miaka 25. Mandela alikuwa gerezani na hakuruhusiwa kwenda kuhudhuria mazishi ya mwanae.

Mtoto mwingine, Makgatho alifariki kwa ugonjwa wa Ukimwi mwaka 2005. Mandela amekuwa mstari wa mbele kupiga vita virus vya HIV na Ukimwi akitumia namba 46664 ambayo ni namba yake alipokuwa gerezani kupiga kampeni.

Mandela na Evelyn walidumu katika ndoa yao kwa miaka 13 kabla haijavunjika mwaka 1957. Evelyn alikuwa muumini wa dhehebu la Mashahidi wa Yehova ambalo lilikuwa haliruhusu waumini wake kushiriki kwenye siasa, hivyo muda wote hakujihusisha na siasa. Alifariki mwaka 2004.

Mandela alimwoa Winnie Madikizera mwaka 1958, ingawa muda mwingi hawakuishi pamoja kwasababu Mandela alikuwa akitumikia kifungo huku Winnie akijijengea umaarufu katika majukwaa ya siasa.

Kutokana na misuguano iliyoibuka ndani ya umaarufu wa kisiasa ya Mandela na winnie walijikuta wakipeana talaka mwaka 1994. Mwaka 1998, Mandela alimwoa Graca Machel ambaye alikuwa mke wa kwanza wa Rais wa Msumbiji.

UHURU KENYATTA ACCEPTANCE SPEECH




I thank all those who have remained vigilant in prayer for our nation during this time. I want to thank the people of the republic of Kenya who have shown patience over the last few days as we all awaited the outcome of this election. I thank the thousands of officials who worked with the IEBC to make this, the most free and most fair general election in our nation’s history. Despite the challenges that you faced, you managed to keep the trust of Kenyans and to do your job professionally.

While we look forward to a day when electoral results are relayed in real-time to curb anxiety, we acknowledge that every process can be refined and I pledge to give you my support as you seek more efficient ways to conduct future elections. I would also like to acknowledge and thank the police and all security agencies for their diligence and commitment to ensuring security.

I would especially like to acknowledge the Kenyans who lost their lives on the eve of the elections. They made the ultimate sacrifice, laying down their lives, in the name of democracy. To the families of those who lost their loved ones, I offer my sincere condolences and I assure you that I, and the people of Kenya are standing with you in prayer.

The incidents that took the lives of our officers are a reminder that security remains one of the biggest challenges to our nation. It is unacceptable to see the lives of Kenyans lost so senselessly. As we move forward, I pledge to keep the issue of national security high on our agenda.

To the Kenyan media – you have shown remarkable responsibility as this country’s fourth estate. You have shown sensitivity in the dissemination of news and impartiality in your treatment of the results. You have no doubt helped to keep the country calm.

We are grateful for this, and we will continue to consider you our true partners as we embark on our journey. To the presidential candidates – I salute you all. Thank you for all that you have contributed to ensuring a robust democratic process. I in particular want to single out my brother, Raila Odinga, for his spirited campaign. I know that all the candidates have made tremendous personal sacrifices for the progress of our country and I welcome them to join us in moving our nation forward. My fellow Kenyans today, we celebrate the triumph of democracy; the triumph of peace; the triumph of nationhood.

Despite the misgivings of many in the world, we demonstrated a level of political maturity that surpassed expectations.

We dutifully turned out; we voted in peace; we upheld order and respect for the rule of law and maintained the fabric of our society. That is the real victory today. It is a victory for our nation. A victory that shows that finally, Kenya has come of age. This indeed is Kenya’s moment.

Today, I am honored and humbled that in a free and fair election, you the people of Kenya, have placed your trust in me to lead our nation as your next President. I am here because of you. I am here because of the unyielding support of millions of Kenyans, from all walks of life, from every corner of our nation, who sacrificed their time, energy and resources to make this campaign a success.

Throughout this process you, the people, have remained unwavering in your belief not only in me but in the possibility of a stronger, more prosperous Kenya that has room for all our hopes and aspirations. I am here because of the Jubilee secretariat who have worked tirelessly throughout this campaign period. Last and not least, I am here because of my family: My wife, Margaret; our children and all the members of my family, this has taken a heavy toll on them and I thank them for their patience and support. However, this is has never been about me, this has been about you, about the people of Kenya. You have put your faith not in one man but in a team.

In our Deputy President –Elect Hon William Ruto; a man with a proven track record, who has demonstrated to all of us, his ability to both speak and act with unmatched zeal and energy. You put your trust in my sister, Charity Ngilu and my brother, Najib Balala both of whom have remained committed to serving the people and putting our nation first.

You put your trust in TNA, URP and the wider Jubilee family.

And because you gave us this trust, I am proud to say that the majority of women who were elected to parliament come from the Jubilee Coalition – a fact that demonstrates the commitment that our Coalition has to supporting women and to supporting the full implementation of the constitutional provisions designed to ensure gender parity.

We are a team

I want to say to all the Jubilee aspirants — those who won, and especially, those who did not – that you have done your parties, and this coalition proud. Your dedication, to the ideals that the Jubilee Coalition represents has been an inspiration to me. We came together as a team, and we will continue to work together as a team for the good of all the people of Kenya. However, today is about much more than one Coalition or Party.

It is about all Kenyans: those of you who voted Jubilee and those who did not. My pledge to you is that as your President, I will work on behalf of all citizens regardless of political affiliation. I will honour the will of Kenyans and ensure that my Government protects their rights and acts without fear or favour in the interests of our nation. To all those who won various seats – regardless of what party or coalition you may belong to, let us remember that we are all Kenyans, and that Kenyans have bestowed upon us the responsibility to work for them. I extend a hand of friendship and cooperation to you so that together, we can truly serve the Kenyan people.

In the nearly five decades since independence, we have made great strides as a nation. Kenya has experienced huge success but there have also been enduring problems. In the last 10 years under the Presidency of Mwai Kibaki, we have begun to overcome many of the challenges we have faced as a nation. We are indebted to his leadership and grateful for the services he has rendered to our country. As I assume office, my task, and the task before us all is to secure the gains we have made while focusing on solving the challenges that remain.

My fellow Kenyans, the elections are now over.

While we celebrate today, let us bear in mind that this, in itself, is not an end; it is a beginning and there is work to be done. That work begins with all of us taking personal responsibility for the future of our country, the inheritance of our children.

It begins with all of us returning to our jobs, to our businesses; to our farms – and continuing in the daily decisions that will determine the course of Kenya’s future. I promise to do my part, but I need every Kenyan to play their part as well. I pledge that my Government will play its role both here in Kenya, and as part of the international community. To our brothers and sisters in the region and in Africa as a whole we appreciate your support and encouragement before, during and after the elections. This is the true spirit of Africa. We look forward to playing our rightful role in the region and in the continent. The African star is shining brightly and the destiny of Africa is in our hands.

To the nations of the world I give you my assurances that I and my team understand that Kenya is part of the community of nations and while we are, first and foremost, servants of the Kenyan people, we recognise and accept our international obligations and we will continue to co-operate with all nations and international institutions – in line with those obligations.

However, we also expect that the international community will respect our sovereignty and the democratic will of the people of Kenya. Indeed it is the desire of the people of Kenya to be a nation that is at peace with itself, at peace with her neighbours, at peace with our continent and at peace with the world at large.

We will pursue this ideal – upholding the values enshrined in our constitution and continuing in the spirit embodied in the words of our national anthem: “Oh God of all creation?

Bless this land and nation, Justice be our shield and defender? May we dwell in unity, peace and liberty Plenty be found within our borders.”

Priest assasination saga!


Catholic Church: Foreign criminal investigators to help solve the murder of Catholic priest.


Zanzibar — AS the hunt for killers of Roman Catholic priest Evaristus Mushi has started in full force, a team of foreign criminal investigation experts is expected to arrive in Zanzibar soon to reinforce the operation.
The priest who was killed by unknown people here last Sunday, is expected to be buried tomorrow in Kitope village, North Unguja. Isles Minister of State Mohamed Aboud, told reporters that the foreign intelligence officers would arrive in Zanzibar anytime.

He, however, did not mention their country of origin. Minister Aboud appealed on Zanzibaris to maintain peace and stability while efforts were being made to capture the murderers. The Minister downplayed reports that illegal possession of firearms in Zanzibar was becoming high, saying:


"We admit that some criminals possess arms but they are just a small segment of the population." On the other hand, the Commissioner of Police in Zanzibar, Mr Mussa Ali Mussa, said that many people have so far been questioned in connection with the killing.


"We are holding a number of people for questioning, we ask people to help us by providing reliable information. Since the process is going on, we cannot mention the number of the suspects arrested so far," he added. Meanwhile, Bishop Augustino Shayo of the Zanzibar Roman Catholic Diocese, expressed disappointment over the way the police react on religious related incidents.


"We met President Shein and expressed our disappointment over the way the police handle such matters. They are good at making promises to hunt for criminals and make sure that peace prevails, but are weak in implementation," he lamented.


He said the president promised that security officers would keep a close eye on all church areas, and urged people to help by reporting any suspicious movement. In a separate meeting with First Vice-President Seif Sharif Hamad, Bishop Shayo raised concern over increased illegal possession of firearms.


"It is high time now the government investigated how guns reached the hands of criminals. Are they getting them from dishonest security officers or are buying them from smugglers?", the bishop asked. The cleric also asked the government to find out if the criminals are linked to any terrorist network outside Zanzibar.


He said speculations that some Zanzibar youths have links with terrorist groups in Somalia and Sudan should not be ignored because both Muslim and Christian leaders are being targeted. "I have been in Zanzibar for about 20 years, and for all along we have been living peacefully.


Why now? If it is the issue of union between Tanganyika and Zanzibar, religious leaders are not concerned," he said in a meeting with reporters at St Joseph Cathedral, at Shangani area in the Stone Town. On his part, the Zanzibar first vice-president, also condemned the killing of Father Mushi saying the incident has tarnished the image of Zanzibar as a peaceful place with good people.


Father Mushi was shot dead early morning on Sunday near Beit-al-Ras/Mtoni area where he was heading to lead a mass. In another development, the Association of Zanzibar Muslim Imams has called on the police to spare no efforts in hunting the culprits and bring them to justice.


"We ask the government to ensure thorough investigation and arrest the culprits who are trying to create hatred between Christians and Muslims. "We want the criminals to face the wrath of the law. Those involved should be treated as criminals because Islam does not teach killing others..." reads the statement signed by the association's Secretary, Sheikh Muhiddin Zubeir Muhiddin.

Serikali imejifunga kitanzi kwa wakazi wa mkoa wa Mtwara kutokana na kuahidi kutekeleza miradi mbalimbali ya maendeleo mkoani humo ikiwa ni njia ya kufikia mwafaka wa mgogoro wa gesi.

Waziri Mkuu, Mizengo Pinda, aliyeongoza ujumbe wa timu ya mawaziri wengine wanne kuzungumza na wananchi hao, jana alikiri kuwa serikali haikuwa na utaratibu mzuri wa kuwahusisha wananchi katika mpango mzima wa usafirishaji wa gesi kwa njia ya bomba kutoka Mtwara kwenda Dar es Salaam.

Pinda aliwaeleza wawakilishi wa makundi mbalimbali wakati wa mkutano wa majumuisho ya ziara yake iliyoanza Jumapili mkoani humo kwa lengo la kufikia suluhu kuwa hali hiyo ilisababisha migogoro na vurugu mkoani Mtwara.

Waziri Mkuu ambaye alikutana na wawakilishi hao katika ukumbi wa Veta kuwa tatizo kubwa lililojitokeza katika mpango mzima wa usafirishaji gesi ni serikali kutowaelewesha wananchi wa Mtwara jinsi fursa ya gesi itakavyoendeshwa na kusimamiwa kikamilifu katika kuwaletea maendeleo pamoja na mikoa mingine ya kusini ambayo ndiyo inaonekana bado kuwa nyuma kimaendeleo.

“Katika hili naweza kukiri kuwa serikali ndiyo ilikuwa tatizo…na tatizo lenyewe ni kutowahusisha na kuwaeleza  wananchi mikakati yote na fursa zitakazopatikana katika kuinua uchumi wa nchi na wakazi wa maeneo gesi ilipogundulika,” alisema Waziri Pinda.
Pinda aliwataka wananchi wa Mtwara na Watanzania wote kuwa watulivu na waelewa ili Tanzania kwa ujumla inufaike na fursa zinazopatikana nchini.

Aliongeza kuwa tangu walipogundua visima hivyo miaka mitatu  iliyopita, kumekuwa na msisimko mkubwa wa  watu na kampuni zaidi ya 18 zinazotafuta gesi katika maeneo hayo mpaka sasa kutokukata kutafuta gesi ama mafuta na kwamba hali hiyo inadhihirisha kuwa ni eneo zuri.

Waziri Mkuu aliwaondoa hofu wakazi wa Mtwara na kuwaeleza kuwa gesi itakayosafirishwa ni iliyosafishwa tofauti  na walivyokuwa wakielewa awali.

Pinda alisema kuwa kila kitu kitafanyika Mtwara na kwamba kiwanda cha kusafisha gesi ghafi kitajengwa katika kijiji cha Madimba katika wilaya ya Mtwara Vijijini pamoja na vinu vya ufuaji wa gesi, hivyo wakazi wa Mtwara waondoe hofu.

“Ninachowaomba Wana-mtwara ni kuwa wavumilivu, waondoe hofu waliyonayo, nawaahidi kila kitu kitafanyika Mtwara,” alisema na kuongeza: “Usafishaji na ujenzi wa mtambo vitafanyika katika kijiji cha Madimba na hata mabaki ya gesi ghafi yatabaki Mtwara kwa shughuli zingine, na si hilo tu kutakuwepo na ujenzi wa viwanda vingi tu kama tulivyoahidi tangu awali.”

Waziri Pinda alibainisha kuwa ukanda wa kusini ni ukanda ambao unaweza kuunganishwa na nchi nyingine na masoko ya nje na ukasaidia kukua kwa uchumi wa nchi.

AHADI ZA SERIKALI
Kwa upande wake, Katibu Mkuu Wizara ya Viwanda na Biashara, Joyce Mapunjo, alisema kuwa jumla ya miradi 51 ya uwekezaji inategemewa kuwekezwa mkoani hapa huku akiwataka wananchi kuuendeleza hali ya amani na utulivu kwa ajili ya uwekezaji huo mkubwa.

Alisema pia kuwa miradi mingine itakayotekelezwa haraka ni ujenzi wa kiwanda cha saruji, kiwanda cha mbolea, kiwanda cha plastiki na kiwanda cha kusindika korosho.

Aidha Mapunju aliitaja miradi hiyo kuwa wa kilimo, mradi wa utangazaji, mradi wa utalii na mradi wa huduma kwa wawekezaji.

Waziri wa Ardhi, Nyumba na Maendeleo na Makazi, Profesa, Anna Tibaijuka, alisema kuwa katika mpango wa upanuzi na uendelezwaji wa mji wa Mtwara, kata sita zimetengwa kwa ajili ya upanuzi wa mji huo.

“Katika kuhakikisha kwamba tunaendana na mazingira ya sasa ya mji huu na uwekezaji huu mkubwa tunatarajia kufikia hapa, tayari kata sita zimetengwa kwa ajili ya upanuzi wa mji huu wa kisasa ambao serikali unauangalia kama mji wa uwekezaji,” alisema Tibaijuka.

Tibaijuka alizitaja kata hizo kuwa ni Ziwani, Msanga Mkuu, Mbawala, Nanguruwe Naumbu pamoja na Mayanga.

Naye Waziri wa Mambo ya Ndani, Dk. Emmanuel Nchimbi, aliwataka wananchi wa mkoani hapa kuacha mara moja vurugu za aina yoyote na kwamba yeye pamoja na wizara yake hawatawavumilia watu ambao wataendelea kuharibu mali na kuwapiga askari.

“Inakera sana kuona askari wakipigwa, inauma sana askari ambaye ni mlinzi wa raia na mali zao akiharibiwa mali zake, wizara yangu haipo tayari kuendelea kuona vurugu za aina yoyote ile zikiendelea, tupo tayari kuzima vurugu hizo kwa kasi ya ajabu na tumejipanga kikamilifu katika kudhibiti aina yoyote ya uhalifu,” alisema.

Aliongeza: “Hii inakatisha tamaa hata kwa watoto wetu ambao wana moyo wa kujiunga na Jeshi la Polisi kutokana na vitendo vya baadhi ya raia kuwashambulia askari wetu, mimi nina miaka 41, kama nitaruhusu hawa watu wachache kupiga raia na kuharibu mali zao, ina maana nimeshindwa kazi na wataniharibia kazi, nipo tayari kupambana na kila aina ya uhalifu.” 

Waziri wa Uchukuzi Harrison Mwakyembe alifafanua kuwa, wizara hiyo imejipanga katika kuhakikisha inaendeleza bandari ya Mtwara, kujenga uwanja wa kisasa wa ndege, pamoja na kujenga reli itakayotoka Mtwara, Liganga Mchuchuma  hadi Mbambabei.

Waziri wa Elimu na Mafunzo ya Ufundi, Dk. Shukuru Kawambwa, aliwataka wazazi wa mkoa huo kuhakikisha kuwa wanawahimiza watoto wao kuzingatia zaidi masomo yao ili kunufaika na fursa mbalimbali za uwekezaji zinazojitokeza mkoani humo.

“Mwaka jana ni wanafunzi 26,287 waliohitimu elimu ya msingi, lakini wanafunzi waliofaulu ni 13,174, mpaka sasa naambiwa wanafunzi 2,223 tu ndiyo walioripoti shuleni, inasikitisha sana na fursa kama hizi watoto wenu watazikosa kwa sababu hawatakuwa na elimu, ” alisema Dk. Kawambwa.

Waziri wa Uchukuzi, Dk. Harrison Mwakyembe, alisema mradi wa upanuzi wa banadari ya Mtwara upo mbioni kuanza sambamba na uwanja wa ndege ambao utagharimu Sh. bilioni 32. Dk. Mwakyembe alisema uwanja huo utakuwa na ukubwa sawa na wa Kimataifa wa Kilimanjaro (Kia) na kwamba utatumiwa na ndege za kubeba abiria hadi 150.

Aliongeza kuwa itajengwa reli kutoka Liganga-Mchuchuna na Mbamba Bay.
Wakati huo huo, Mkuu, Mkuu wa Mkoa huo, Joseph Simbakali, alitumia nafasi hiyo kuwaomba radhi wananchi wa Mtwara kwa kuwaita wapuuzi.

“Naombeni radhi wananchi wote wa Mtwara nilikuwa nimeghafilika, mimi ni binadamu kama binadamu wengine, nilikuwa nimewakosea nawaahidi kuwatumikia, kuwasikiliza wananchi wa Mtwara.” alisema Simbakalia wakati akimkaribisha Pinda.

BUNGE LAJITOSA
Bunge limeingilia kati mgogoro wa gesi na sasa limetangaza kuunda kamati ndogo ya wabunge itakayokwenda mkoani Mtwara kusikiliza maoni na mapendekezo ya wananchi mkoani humo kuhusu gesi na kisha ripoti yake kuwasilishwa bungeni.

Akitangaza azma hiyo bungeni jana, Spika wa Bunge, Anne Makinda, alisema kamati hiyo pia itazungumza na serikali ili kujua ukweli halisi wa mradi huo wa gesi.

Alisema nia ni kujua kinachoendelea ili wabunge watakapokuwa wanajadili masuala ya gesi ndani ya Bunge wawe na uelewa kuhusu nini hasa kinafanyika kwenye mradi huo.

Alisema wabunge wanapaswa kuwa chombo cha kuleta amani, umoja na hivyo wana fursa nzuri ya kujadili mgogoro wa gesi kwa busara ili kuhakikisha muafaka unapatikana kwa kupitia mazungumzo.

“Najua kuna watu wameanza kuniletea vikaratasi hapa wakiomba suala hili lijadiliwe kwa dharura mimi nakubali, lakini tukijadili kwa dharura ninyi nyote mliosoma magazeti mnalielewa hili suala?” alihoji Spika Makinda.

Alisema kutokana na hali hiyo, meza yake imeona ni busara zaidi kwa Bunge kuunda kamati ambayo itakwenda kuzungumza na wananchi pamoja na serikali ili kujiridhisha na taarifa hiyo itawasilishwa katika Mkutano wa Bunge unaoendelea mjini hapa.

“Tume (kamati) hiyo itakwenda kuwasikiliza wale watu wenyewe na hapo hapo tuisikilize na serikali, tunataka kabla ya kumaliza Bunge hili tuweke nafasi ya kuliongelea humu ndani tukiwa tunajua nini kinachoendelea … nawaomba wenzetu wa Mtwara tume (kamati) yangu itakapokwenda kule iwape ushirikiano,” alisema.

Spika Makinda alisema kwa kuwa kamati itaundwa, suala hilo halitajadiliwa kwa dharura kama baadhi ya wabunge walivyokuwa wanapendekeza. Hata hivyo, alisema wajumbe wa kamati hiyo watatangazwa baadaye wiki hii baada ya kukamilisha kuiunda.

MNYAA: SITAIONDOA HOJA
Akizungumza na gazeti hili, Mbunge wa Mkanyageni, Habib Mohamed Mnyaa (CUF), ambaye amewasilisha kusudio la kuwakilisha hoja binafsi bungeni kuhusu gesi, alisema licha ya kutangazwa kuundwa kwa kamati hiyo ndogo bado hataiondoa hoja yake hiyo.

Alisema ataiondoa hoja hiyo, iwapo mambo yatakayowasilishwa bungeni na kamati hiyo yatafanana na yale aliyonayo.

 “Siwezi kuiondoa na asubuhi nimezungumza na Katibu wa Bunge, amesema kuwa ndani ya jambo hili kuna siasa ni lazima Bunge likajiridhisha kwanza kabla ya kuwasilishwa bungeni,” alisema na kuongeza kuwa:

More land for Dar satellite city


The area for development of the proposed Kigamboni satellite city in Dar es Salaam has been increased from the initial 6,494 hectares to include all 50,934 hectares of the area, comprising all wards and Sinda Islands, it has been revealed.

The envisaged city will be autonomous from the Temeke Municipal Council and will be run and managed by the Kigamboni Development Agency (KDA), the Minister for Lands, Housing and Human Settlements Development, Prof Anna Tibaijuka, announced on Wednesday.At a news conference in Dar es Salaam the minister said KDA will be responsible for planning, designing, construction and management of the proposed metropolis.

“KDA was established on January 18, this year, under the Government Executive Agency Act of 1997. It will be managed by a Director General who shall be responsible for proper management of its funds, property and business,” Prof Tibaijuka said.Upon its completion, the ambitious project is expected to be a home to about 400,000 people from the current 80,000, Prof Tibaijuka, a former Director General of the Nairobi-based UN Habitat, said.
She said the 80,000 residents in the area will be resettled and that they will be compensated fairly at the rate at which the land is sold at the market price in accordance with the Land Acquisition Act of 1967 and the Urban Planning Act of 1977. The areas to be covered include Kigamboni, Tungi, Mjimwema, Vijibweni, Kibada, Kisarawe II, Kimbiji, Pemba Mnazi, Somangila and Kendwa wards. Also to be included are the inner and outer Sinda Islands.
Execution of the mega project is expected to be completed in the next 20 years at an estimated cost of 11.6trl/-. In the initial three years a total of 3trl/- will be spent on the project.Prof Tibaijuka said the government will make use of budgetary allocations in addition to extra-budgetary resources such as municipal and treasury bonds.
The minister noted also that the government was committed to involve the people in development of the area through a Consultative Council which will include the area MP and local councillors.“There will also be a ministerial board that will be advising the Minister and Permanent Secretary in the Ministry of Lands as well as the DG of KDA on the best way through which the project can be implemented,” she said.
She wooed private developers in the ambitious project noting that development of the city will be done through Public Private Partnership (PPP).
Prof Tibaijuka also hinted that some investors from China and Oman had shown interest to invest in development of residential houses in the area.
The National Housing Corporation (NHC) and the National Social Security Fund (NSSF) are among local developers that have constructed low cost housing units in Kigamboni area.
The new city master plan seeks to provide sufficient infrastructure such as residential, commercial, trade and business, industrial, educational, and tourism facilities.

White House denies petition to deport Piers Morgan

The White House has responded to the petition seeking the deportation of Piers Morgan with a statement from press secretary Jay Carney explaining the First Amendment.
The petition, which received well over 100,000 signatures (25,000 are required for a White House response) was led by conservative radio host Alex Jones. He wrote, "British Citizen and CNN television host Piers Morgan is engaged in a hostile attack against the U.S. Constitution by targeting the Second Amendment. We demand that Mr. Morgan be deported immediately for his effort to undermine the Bill of Rights and for exploiting his position as a national network television host to stage attacks against the rights of American citizens."
In Carney's statement explaining the White House's decision to allow Morgan to remain in the U.S., he acknowledges that the Second Amendment does guarantee citizens the right to bear arms, but reiterates the First Amendment guarantees the freedom of the press.
Carney wrote:
Americans may disagree on matters of public policy and express those disagreements vigorously, but no one should be punished by the government simply because he or she expressed a view on the Second Amendment—or any other matter of public concern.
We recognize that the tragedy in Newtown, Connecticut, sparked an intense, and at times emotional, national conversation about the steps we can take as a country to reduce gun violence. In fact, your petition is one of many on the issue, and President Obama personally responded by sharing his views on this important issue.
Earlier this week, Jones appeared on Morgan's CNN program where he declared, "1776 will commence again if you try to take our firearms! America was born on guns and whiskey. It's true we're a violent society. ... You're a foreigner. You're a redcoat. You're telling us what to do."
